Clearly, he also found it baffling that a Team Rocket executive would be thinking of public safety at a time like this.
"Don't look at me like that," Luo Yuan said, noticing his stare. "We're not the same as your Team Galactic."
"What's the difference?" Cyrus smirked, his voice heavy with scorn. "Team Rocket, the ones who stir up chaos and conflict, claiming to be the good guys now? That's laughable."
"I never said we were the good guys," Luo Yuan replied coolly, glancing at him. "But compared to psychos like you who want to destroy the world, I'd say our goals are at least a little more… grounded. We just want to rule it."
With that, he turned away from Cyrus and looked to the sky.
The turbulence overhead was intensifying.
