"Maybe all that power was to stabilize the village after Madara's attack. The remaining Uchiha didn't participate, so it was a reward. As one of Konoha's founding clans, it seemed natural to grant them prestige."
"And maybe Tobirama believed his political skill could keep things in check. Even with that power, he could find ways to undermine and slowly reclaim it. Plus, granting the Uchiha this much power while they lacked Madara's leadership probably stirred discontent among other clans too."
Yuhara was beginning to understand. Tobirama was a ruthless political genius—bold enough to say: "I gave you this to watch you," and mean it.
That kind of confidence? Not many had it.
Given time, Tobirama might have either completely broken the Uchiha's spirit or wiped them out entirely.
So really, the current mess was mostly the Uchiha's own doing. Internally chaotic, they revered the Police Force but didn't know how to wield it.
They had control of a monstrous institution—yet somehow ran it worse than modern city code enforcement.
"So maybe, Sarutobi Hiruzen and his faction wanting to destroy the Uchiha wasn't just hate—it was about reclaiming this excessive power?"
Yuhara wasn't sure, but it was a solid suspicion.
Anyway, the Second was long dead. No way was Yuhara going to reanimate him just for questioning.
But with this insight, Yuhara realized he could truly reform the Police Force—especially now that he'd secured expanded authority from Hiruzen.
"No wonder that old man looked like I'd skinned him alive when I asked for it."
Feeling quite satisfied, Yuhara accompanied Fugaku and Shisui to the Police Force HQ.
Discussion only got you so far—some things needed boots on the ground.
And Yuhara had to seriously plan out the Force's future.
"Sure, the Police Force has insane power on paper. But authority only matters if others follow it. The Uchiha's numbers are far too small to use all that power effectively, so we can't treat this like a monstrous agency just yet."
Instead, the goal should be to reshape it into a service-oriented, lawful institution for Konoha.
Yuhara had to face this realistically. Just because they had power didn't mean they could flaunt it irresponsibly.
The Police Force's image was as rotten as the Uchiha's—restoring that reputation was key.
So in Yuhara's mind, the best way to rebuild trust was: disciplined enforcement, compassion, and real accountability.
These three values were now the foundation of his Police Force reform. Further adjustments would come with time.
"Clan leader!"
As Yuhara, Shisui, and Fugaku entered the building, members of the Force instantly lit up.
Many had participated in that night's operation. Some had even been personally corrected by Yuhara. They held immense respect for their new leader.
"Looks like I won't have any trouble taking over here," Yuhara chuckled, glancing at Fugaku.
"You won't—and I won't allow any trouble to appear," Fugaku said, completely serious.
Yuhara now confirmed that Fugaku and Itachi truly shared that intense zealot energy.
But that wasn't a bad thing—it meant Fugaku's loyalty was rock solid.
"Alright, alright," Yuhara said with a smile, patting Fugaku on the shoulder. "Don't be so serious. Also, I plan to appoint you as one of the clan elders to help coordinate my work. What do you think?"
"Thank you, Clan leader. I won't let you down!"
Still deadly serious. Yuhara could only sigh inwardly.
"Good."
Yuhara nodded and said no more. Together, they entered deeper into the Police Force HQ.
It was a large facility, but looked mostly empty. Some members were guarding prisoners, others out patrolling.
This staffing shortage confirmed Yuhara's belief: expanding the Police Force's power now would be reckless.
By the time they reached the chief's office, Yuhara had already made up his mind.
He now knew exactly what the Police Force needed to do—and how to shape its future.
