After the domination phase was over, the world was silent.
There were no more local broadcasts, political ads, or public debates. Only the monotone voice of the Vox Administratum emanated from the towers, reciting the decrees and teachings of Kenthelion Celestus. The world felt different: cleaner, more orderly-and for some, more alien.

Most civilians were initially filled with confusion and emptiness. The loss of national governments, cultural symbols, and the old order of life created a void of identity. But the fear of chaos was replaced by a sense of security they had not felt since the plague era.

Local Military / National Army Reactions
For the soldiers, the transition was even more stark. Their national pride was stripped away. Their uniforms were burned in transition ceremonies. Instead, they wore synthetic armor with the Aquila Caelestis emblem, following military protocol written in a foreign language.

Palace of the Caelestis Imperium - Planet Terra Aeterna
Three years have passed since Kenthelion, the sole ruler of the Caelestis Imperium, conquered the world of Resident Evil and made it part of the Imperium's strategic expansion. The world is now known as Terra RE-01, a military planet built to the high standards of the Astra Militarum headquarters.
As the first step in military restructuring, Kenthelion appointed Chris Redfield as Commander of the Planetary Defense Force (PDF). Beside him stood Carlos Oliveira, his right-hand man, who was responsible for the intensive training of the new troops. The two were assisted by Varn, a veteran of the Imperium's Bureau of Combat Strategy, who introduced the brutal training style and discipline typical of the Astra Militarum.
Kenthelion, sitting on the high throne of his palace in Terra Aeterna, had a moment of nostalgia.
> "They used to be just actors in my old world... Alice, Claire Redfield, Ada Wong... now they're real. Ironic, huh."
But deep inside his heart, something more... personal was raging.

Meanwhile, the construction of Terra RE-01 proceeded with incredible efficiency. Gothic and industrial cities typical of Warhammer 40K began to rise majestically. The streets were paved with adamantium steel, and every corner of the city was guarded by surveillance servo-skulls.
Previously, in a sacred meeting involving the Tech-Priest Mechanicus, Inquisitors, and even the Sisters of Battle, an ambitious proposal was made to build a giant statue of Kenthelion-with a majestic pose ala the Emperor of Mankind.
Kenthelion immediately refused.
> "I don't want to be an icon of a false religion like the Imperium of Man. I am a leader, not a god."
However, as a compromise, he ordered the construction of the Central Plaza of the Imperium, a large plaza in the style of a megastructure, where the factions could present their respective doctrines-as long as they did not impose their beliefs and did not worship Kenthelion.
