Eve stared at the fragmented data on her screen. "Their network is decentralized now. They've splintered into cells, making it impossible to track their leaders through normal channels."
Reese slammed a fist on the table. "We need allies. The city's underworld holds keys we don't have. If we don't unite, we're doomed to fight shadows alone."
Julian's eyes hardened. "We can't trust everyone out there. After Lucian's fall, the power vacuum created more predators than friends."
