The Duchy has a total of 86 administrative zones, apart from which there are so-called "non-existent areas", also known as "Zone 0".
"Zone 0" is not a code used to refer to specific regions; within the boundaries of the Ros United Duchy, the number of "Zone 0" areas reaches triple digits. Cities, villages, wilderness devoid of human presence—these "non-existent areas" are like stars scattered across the Duchy's vast map.
The reasons for the formation of "Zone 0" are many; initially, it was a euphemism for slums. Due to the high mobility of people in these areas and their poor security and living conditions, accurately grasping the population size, affiliations, and composition for effective administrative management proved too difficult. The lazy bureaucrats of the Duchy simply waved their pens and used "Zone 0" to refer to slum districts, thus excluding these chaotic areas from the Duchy's administrative management system—in both social and physical senses.
