What the government shows on TV are the areas that are lightly populated with fewer people. Some survived, others awakened superpowers, and others turned into zombies.
With the military intervening and killing a large number of the zombies, the remaining ones are obviously fewer. That is the number projected onto our screens.
I don't know if they are doing this to avoid panic or if they have other motives, but they are not doing the citizens a favor. They are making them complacent thinking that there aren't many zombies and the government can deal with the few that emerge. However, the truth is the complete opposite.
